(Hence the phrase, "worth his salt".) Criminals would cut the salt with sand. Entropy is difficult to reverse, and while you could dissolve the salt with water and dry it to recrystalize, the dirty sand and dirty water would make this a desperate measure, and the worthless salt was usually simply discarded. Apart from questions of "losing your salvation", actual corruption in a ministry (as opposed to false accusations) will permanently end that ministry.
