This isn't heresy.  Celibacy of clergy is a discipline, not a doctrinal
issue (like female priests).  It is up to the Pope and Bishops to decide
when, if ever, such a change might be best for the Catholic Church.  It is
certainly appropriate for an archbishop (albeit a black sheep one) to 
broach the subject.  It's time to roll your eyes when activists call
for a "vote" on the issue.
