Stuart,
 
In some ways, it appears to be a capitulation of the liberals to the the conservative position. However, I cannot believe the Episcopal Church would agree to this or, if they "agreed" to it, they would never actually follow it.
 
Do you think the conservatives will say OK and disband their organizations?

That was the offer on the table 4 years ago, and the liberals said
"Never! This is a matter of principle!".  I guess they don't much
like
having all the contributing members leave.
