Bret,

This guy is a very high ranking official in the
schismatic SSPX.

However, I don't think he is anywhere near Virginia. 

The Wikipedia article on him states, "In 2003
Williamson was appointed rector of the Seminary of Our
Lady Co-Redemptrix in La Reja, Argentina."

It's pretty clear this guy is a nut. He's not just an
ultra-traditionalist, he is, as you noted, several
sandwiches short of a picnic.
