[Apologetics] Does Obamacare justify civil divorce?

If Obamacare passes as currently written, the marriage penalty will go 
ballistic.  A married couple with a combined income of $60000 pays $10000 
more for mandated "health care" (actual high deductible insurance doesn't 
count for mandatory "coverage") by 2015.  On top of additional hardships 
from national bankruptcy, would the Catholic Church sanction a civil 
divorce, while still recognizing a Christian marriage?  It seems that 
civil marriage has become pretty meaningless these days - what is the 
point?  Can you get married in church and skip the license?  (Why are gays 
so keen on paying the marriage penalty?)
