I've said all along that, if Francis wants to open the door to divorced and re-married Catholics, the easiest way is to simplify the very difficult process of annulment.
The action he has taken may indicate that the more radical proposals of the upcoming synod have already been "headed off at the pass" and will not be approved. ArtTurris Fortis Mihi Deus

The three main changes are:
Eliminating a second review by a cleric before a marriage can be nullified.
Giving bishops the ability to fast-track and grant the annulments themselves in certain circumstances -- for example, when spousal abuse or an extramarital affair has occurred.
Making the process free, except for a nominal fee for administrative costs.
