Wow.  So this Monday a new variation goes into effect forcing banks to make 
loans to people who can't afford them.  This time, borrowers with good
(>680) credit scores pay a 1.5% penalty to subsidize borrowers with poor credit
scores.  This fits the recent narrative that being on time is racist.
Being on time with payments is therefore punished with fines.
