That is not a problem.  Our constitution says that ratified treaties
are the law of the land - even when they contradict the constitution.

  Article VI:
  ...and all treaties made, or which shall be made, under the authority of the
  United States, shall be the supreme law of the land; and the judges in every
  state shall be bound thereby, anything in the Constitution or laws of any
  State to the contrary notwithstanding.

So to pass any law, regardless of constitutionality, you only need the
president, 51 senators, and a foreign stooge.  UN treaties are the most
popular way to pervert the constitution in this manner.

While treaties are very effective at subversion, it still requires at least 53
people to agree to your scheme.  A more economical method is activist
judges.  You need only 5 supreme court members on your side to "interpret" 
away any point that gets in the way of world domination.
