Here we have an explicitly political parable, interpreted by God Himself.

17:14 "Only keeping the covenant" Nebuchadnezzar kept his side of the treaty. God's people broke their side.
17:15 "Will he flourish?" Breaking treaties has terrible consequences.
17:19 "My covenant that he broke" - God compares Israel's treachery against Nebuchadnezzar to their treachery against Himself
17:22 "a shoot" - the coming Messiah. "topmost shoots" - many generations from the "root of Jesse". "cedar" - family tree.
17:24 "trees of the field" - Psalm 96:12
