Note that God *is* concerned with thoughts and motives, and varies
his judgement accordingly.

The reason this is important to the liberal agenda, is that in the
liberal religion, the state is god.  From the liberal point of view:

o we should put our final trust in the state alone for our daily bread.  To
  rely on ourselves, or another deity is idolatry.

o we should put our final trust in the state alone for our protection.
  Any reliance on self defense or another deity is idolatry.  "Some
  trust in guns, and some in bullets, but we will remember the name
  of the government our god."

o "Ordinary citizens look on the outward appearance, but the state looks
  on the heart."  "The courts are living and active, and able to discern
  the thoughts and intentions of the heart."
